WV Delegate Process

Here are some important points for the Obama Campaign:
  • We have created three groups to represent the 3 congressional districts. Each group has a point person and each county of a group will have a point person. Steve Rutledge has agreed to be the overall point person for the state regarding this (304-645-4212 or email: rutledge_steve@hotmail.com). The other point people will be available here soon.

  • The goal is to get a large turnout of Obama supporters to each County Convention in the state (every county!) and to have as many delegates to the State Convention that are Obama people as possible. Any registered Democrat (registered in each county respectfully) can attend and participate. Go here to find the Democratic Party contact info for your county.

  • We must identify people before the conventions who are strong, vocal supporters that wish to go to the State Convention to elect the delegates for the National Convention. The commitment to go to the April 12th County Convention is a commitment to do just that - attend and vote for Obama-friendly delegates. The 2nd commitment is for those folks who are running to get elected as county delegates to go to Charleston in June. We must also identify those people who we want to go to the National Convention (and who can afford to go - $4000?) and they need to Register with the State Party (May 14 is the cut-off date).

  • We also need to participate in local Democratic Party events to become better known before we all show-up at the County Conventions. This is also important for building working relationships for the general election.


Overview

    On April 12th, each of the 55 counties will hold their own County Convention to elect an equal number of male and female county delegates to the State Convention which will be held on June 13-14. Each county will have a different number of delegates based on the voting population in the 2004 gubernatorial election.

Any individual Democrat who wants to run for delegate (or alternate) to the National Convention has to submit their one page Application to the State Democratic Party no later than May 14th, which is the day after the primary. You can check both categories on the same form: "Elected Congressional District" and "At-large appointment".

We have 3 congressional districts in W.Va. ON June 13th in Charleston at the State Democratic Convention the District-level delegates and alternates to the national convention will be elected by the county delegates from the respective congressional district that were elected in the county elections on April 12th.

There will be 17 district-level national delegates and one bonus district level delegate and 3 district level alternates. That's 18: 3 men and 3 women (6) from each of the 3 districts. Then the State Executive Committee elects eleven (11) national delegates at large. And then there are 10 super delegates. Making a total of 39 delegates to the national convention.

We were asked a very tough question that still needs a clear answer. The question was/is:
"How does that selection process relate to who wins the primary elections?"

Here's what the source document says: "The W.Va. presidential primary election is a binding primary. Accordingly, positions shall be allocated so as to fairly reflect the expressed (or uncommitted) preference of the primary voters in each district. The convention delegates and alternates selected at the district level by the State Convention from the respective Congressional District shall be proportion to the percentage of the primary vote won in that district...."
