WV Delegate ProcessHere are some important points for the Obama Campaign:
OverviewOn April 12th, each of the 55 counties will hold their own County Convention to elect an equal number of male and female county delegates to the State Convention which will be held on June 13-14. Each county will have a different number of delegates based on the voting population in the 2004 gubernatorial election.Any individual Democrat who wants to run for delegate (or alternate) to the National Convention has to submit their one page Application to the State Democratic Party no later than May 14th, which is the day after the primary. You can check both categories on the same form: "Elected Congressional District" and "At-large appointment". We have 3 congressional districts in W.Va. ON June 13th in Charleston at the State Democratic Convention the District-level delegates and alternates to the national convention will be elected by the county delegates from the respective congressional district that were elected in the county elections on April 12th. There will be 17 district-level national delegates and one bonus district level delegate and 3 district level alternates. That's 18: 3 men and 3 women (6) from each of the 3 districts. Then the State Executive Committee elects eleven (11) national delegates at large. And then there are 10 super delegates. Making a total of 39 delegates to the national convention.
We were asked a very tough question that still needs a clear answer. The question was/is: Here's what the source document says: "The W.Va. presidential primary election is a binding primary. Accordingly, positions shall be allocated so as to fairly reflect the expressed (or uncommitted) preference of the primary voters in each district. The convention delegates and alternates selected at the district level by the State Convention from the respective Congressional District shall be proportion to the percentage of the primary vote won in that district...."
